During the bird flu crisis in Thailand, Livestock General Director (Former Livestock Planning Director) had expressed satisfaction with the M&E/MIS system (PACPLAN Solution) implemented and operationalized at his department which has enabled him to mobilize resources to control and eradicate the bird flu within 48 hours at any location in Thailand. He stated:
the only circumstance that could not be controlled was the arrival of infected birds from neighboring countries – such as Vietnam – flying into Thailand
